This book argues convincingly that students, planners, policy-makers and concerned citizens need a handbook to take them beyond 'business as usual' in transport planning. The conventional approach has been criticised on environmental and equity grounds since at least as far back as 1961, when lane Jacobs' The Death and Life of Great American Cities and Lewis Mumford's The City in History were released, but it continues to dominate transport planning in most industrialised countries, and even the developing world, where the consequences are disastrous. One reason for the resilience of conventional transport planning is its codification in manuals and textbooks. One of the first of these, Roger Creighton's Urban Transportation Planning (1970), opened with these words During the past two decades there have been assembled a body of data and a set of procedures by which teams of persons with different skills have been able to prepare long-range plans for transportation... These plans have not been simply designs based on intuition and judgment, but are based on rigorous processes, including computer tests (p. xv).
