The Navy's "Comprehensive Review of Surface Fleet Incidents" (CR) and "Strategic Readiness Review" (SR) that followed the 2017 collisions marked a unique period of introspection for the Navy. Vice Chief of Naval Operations Admiral Bill Moran addressed many changes the Navy has made since the incidents in his recent "Status Report-One Year Later," but despite his positive outlook on training and funding for the future, the stresses on the fleet today-manning short-ages, maintenance delays, heavy operational tasking, and relentless assessments/ inspections-continue.
