Barry New said that for stiff structures, horizontal strains can only be ignored if the structure has a continuous foundation. If on pads, the pads move apart and horizontal stresses cannot be ignored. In addition, with reference to the reduction that relates to flexural bending, if a stiff structure is placed on top it does not bend much and the strains in that structure are small, but this relies on the asset owner accepting that his structure will act as a 'bridge' for the tunnel.
