Philosophy and Practice in German Regional Public TVansport Policy

The German federal government reformed the legal framework of the entire public transport system in 1996. After this "regionalization of regional and local public transport", the16 federal states have taken autonomic responsibility for short-distance public transport policy. This study analyzes the public transport laws of each federal state, and reveals characteristics of policy processes like decentralization, planning and exercise. It also examines relations of the federal states with local autonomies, public transport operators and transport alliances. The analysis shows that there are practical and sound differences in philosophy and practice between public transport policies at federal state level.
