(20) Reasons for traffic violations by repeat offenders

In urban centers with many work-related drivers, traffic violations are often work-related. This study explores the reasons for traffic violations by repeat offenders using data obtained from questionnaire surveys. Specifically, for data on repeat offenders, we collaborated with the National Police Agency and the Tokyo Metropolitan Police Department to conduct a survey of people enrolled in remedial training classes at driver's license examination centers in Tokyo; for comparative data on ordinary drivers, we collected data via an online survey. We asked respondents about the type of violation and the reasons for the violation, and then conducted a statistical analysis of the differences in the reasons for these violations between repeat offenders and ordinary drivers. Our analysis revealed the following. Half the participants in the remedial classes believed that "there were other reasons for the violation than just me (the driver), such as work." Reducing violations by these people will require a combination of instruction to individual drivers and other approaches.
