Le port du Havre et les modes alternatifs à la route : quelles pers-pectives pour le transport du fret ?

Alors que l'on assiste à l'inflation des débats autour du projet du Grand Paris - dont l'objectif est de permettre à la métropole parisienne un accès à la mer lui assurant un rayonnement mondial, notamment par l'amélioration de son rang au sein du cercle fermé des villes-monde (Tokyo, Shanghai, New York, Singapour, Hong Kong) - se pose la question du transport du fret, et notamment celle du rééquilibrage modal. La multimodalité demeure une ambition partagée par l'ensemble des intervenants, pouvoirs publics et acteurs de transport. Les transports combinés rail-route et fleuve-route constituent un enjeu majeur pour la viabilité des plates-formes portuaires et la desserte de leur hinterland. Cependant, il reste aujourd'hui à développer les moyens techniques nécessaires pour assurer une meilleure fluidité entre les différents modes. Outre l'analyse des atouts et carences du transport de marchandises transitant par le port du Havre, l'objectif de cet article est de mettre en lumière les enjeux de ce secteur dans la perspective d'un développement durable.%At a time of growing debate surrounding the Greater Paris Project- the aim of which is to allow Paris access to the sea to guarantee its worldwide influence and in particular improve its ranking within the closed circle of "world cities" (Tokyo, Shanghai, New York, Singapore, and Hong Kong) - the question of freight transport, and particularly modal rebalancing, is high on the agenda. Multimodal transport remains an ambition shared by all concerned, both among public authorities and among transport sector players. Combined rail/road and river/road transport systems are a major requirement to ensure the viability of port platforms and serve their hinterland. However, what remains today is to develop the necessary technical means to ensure smoother flows between the various modes. In addition to analysing the advantages and deficiencies of freight transport through the port of Le Havre, the aim of this article is to highlight the importance of this sector for sustainable development.
