Risks from Emerging Technologies: Towards an Effective Public Management Response

Technological progress is cumulative, meaning that as technology advances it does so at an accelerating rate. As the rate of technological advance increases, it will lead to the creation of ever-more complex socio-technical systems that will bring with them entirely new kinds of risks. In some cases, these risks may be so consequential that existing public sector risk management approaches that are based largely on hindsight will no longer be sufficient. Public sector risk mitigation efforts must therefore become increasingly proactive and anticipatory.
