Airport Collision Risk Assessment Using Operational Surveillance

The Federal Aviation Administration (FAA) is responsible for assessing the safety of the National Airspace System (NAS). The Next Generation Air Transportation System (NextGen) initiative is a set of programs to modernize the NAS to accommodate continued growth in air traffic while maintaining or improving system safety. When changes to the NAS planned for NextGen, designated Operational Improvements (OIs), are under consideration, models to predict both positive and negative effects on NAS safety are required as part of the development process. This work describes progress in developing and applying quantitative models for aircraft collision risk on the airport surface in support of the FAA's OI development efforts. The work is distinguished by the use of information extracted from operational airport surveillance to develop and calibrate the model. Initial results and lessons learned from the effort are discussed.
