摘要

This study grouped motivations successfully via an expert elicitation process. The expert elicitation proved to be very useful. The experts also provided suggestions on how to improve future elicitations. The expert elicitation also gave way to important findings on the importance of each group on the overall proliferation process. These weights are currently being used to find the probability of intentions. If a successful method can be developed, such that a case by case basis is not required, then it can be confirmed that the grouping of motivations is useful and easier for future studies.
