The strategic motivations of China's foreign policy-making on nuclear nonproliferation: Calculations at two levels.

China's full engagement and compliance in the nonproliferation regimes is of critical significance to both regional and global stability. Over the past two decades, China's participation in nuclear nonproliferation efforts has been increasingly active. However, despite such a dramatic change, China has been frequently accused of being noncompliant with international norms. This thesis attempts to examine the strategic motivations behind Chinese foreign policy-making on nuclear nonproliferation. First, I will review the historical changes and continuation of Chinese nuclear nonproliferation policies. Second, I will develop a theoretical framework and discuss the methodology which will be used to conduct the research. Thirdly, I will use the framework to analyze the context, process and patterns of the Chinese foreign policy-making. Finally, I will provide policy recommendations which are intended to facilitate China's long-term and reliable cooperation on nuclear nonproliferation.
