PLANNING POLICIES FOR RURAL SOCIAL EXCLUSION

The planning system clearly links national and local goals, but much of the current planning policy guidance is considerably out of date and fragmented. The countryside guidance contained in PPG7: The Countryside -Environmental Quality and Economic and Social Development dates from February 1997, and although at the time it did put down a significant marker by using the term 'social development' in its title, there is very little helpful guidance for planners grappling with improving the viability of existing villages and market towns, with stemming the general decline in rural services, or with promoting living communities which include 'affordable and market housing, community facilities and other opportunities'.
