NO IMAGINATION IN FRENCH REPORTS

The two reports handed overto the French government make depressing reading because they are generally very negative about the future of rail ways.The concept of modal transfer has been abandoned and electric vehicles are seen as the only way to reduce pollution. We believe this is because the writers have been unable to imagine that the com ing railway liberalisation-which is one of the main reasons the reports were commissioned - will have any positive effects. As with many such reports, they have been written after consulting only the incumbents be they politicians or operators, and only within France itself.
