Not surprisingly, Pakistan's two big tobacco manufacturers were pleased with last year's unexpected increase in domestic cigarette sales, but it put something of a strain on their leaf exports. The only way to regulate a leaf tobacco industry efficiently would be to find a way of accurately predicting the future, but since nobody has come up with a way of doing this, it is necessary to continue muddling through.
