Michael Burton examines patterns of contracting in the vital refuse collection and street cleaning services, and hears some private sector views on the impact of best value. As the local government Bill introducing best value and abolishing compulsory competitive tendering begins its passage through Parliament, there are already seismic shifts occurring in the relationship between local authority and private sectors even though it is, as yet, too early to predict the outcome.
