Houston's new $324 million METRORail opened Jan. 1 this year, and was greeted with jubilant celebration. A hybrid project delivery vehicle that telescoped both design and construction, from preliminary engineering to delivery, in some three years, meant it was available for this year's Super Bowl. An entire year's work on the 7.5-mi, 16-station light rail line system was shaved off the original schedule; it was a virtual "two-minute drill." To meet the deadlines of this project, our company created a unique construction-driven project delivery process that closely resembled the "just-in-time" protocols of manufacturing supply systems.
