Reflecting the shifting tide of climate change politics, three large industrial members of the U.S. Climate Action Partnership, a coalition of corporations and environmental organizations seen as influential in advancing climate change legislation through the House of Representatives, announced Tuesday they are leaving the coalition.rnAll three of the departing companies-oil majors BP America and ConocoPhillips and construction equipment manufacturer Caterpillar-were charters members of the group, known as USCAP, which was formed in 2007 to craft a set of climate policy recommendations to guide lawmakers as they drafted legislation.rnIndeed, the House bill (H.R.2454) largely was modeled on a January 2009 USCAP policy "blueprint" and a set of legislative principles approved at the same time by the Edison Electric Institute, which represents investor-owned utilities. The bill would establish steadily declining caps on greenhouse gas emissions and a market-based emissions trading scheme to reduce compliance costs.
