U.S. refiners are concerned about the cost implications of the climate change bill that was recently passed by the Energy and Commerce Committee of the U.S. House of Representatives.That bill, H.R. 2454, the American Clean Energy and Security Act, calls for refiners to receive 2% of allowances within the bill's cap-and-trade program. The allowances would begin in 2014 and end in 2016 (see OW 05/19/2009).
