For the first time since Congress established the Defense NuclearnFacilities Safety Board 23 years ago to provide independent oversight ofnnuclear safety at Energy Department sites, DOE has refused to acceptna safety recommendation from the board, triggering statutory requirementsnfor the department to file reports with the speaker of the Housenand three other congressional committees explaining why it has rejectednthe DNFSB’s advice.
