At an Urban Land Institute conference in London five years ago, a young Chinese architect was anxious to hear from a panel including Norman Foster what advice it could give to improve the sort of masterplans being developed by engineers for new towns in southern China. As I recall, Foster suggested that the creation of lakes and associated landscaping could act as a pivot for further design exploration, and by implication would give the engineers something to get on with.
