Supporters of an intercarrier compensation reform plan currently before the FCC have notified regulators that they have worked out an agreement with five state commissions that had concerns about how the plan would impact states that had already taken action to reduce intr-astate access charges, as well as those with significant rural populations dependent on universal service funding.
