NARUC Submits 'Missoula Plan' for Intercarrier Compensation Reform to FCC

NARUC this week sent the FCC the Missoula Plan for reforming intercarrier compensation. This is the final version of a controversial spring proposal for intercarrier compensation reform. It's backed by AT&T, BellSouth, Cingular and hundreds of small and rural carriers. The final Missoula Plan closely resembles a March proposal by elements of the NARUC intercarrier compensation forum. It's the product of 3 years of attempts to reform a compensation system that many people fear is breaking down under the weight of industry changes.
