The FCC should not allow telecommunications relay service (TRS) providers to terminate nonemergency calls so that emergency calls can be answered, comment-ers from both the user and provider communities generally agree. Many parties also urge caution about setting a cutoff for Internet-based TRS users that are not registered with a default provider. Parties were responding to a Wireline Competition docket 05-196 further notice of proposed rulemaking on issues related to its recent mandate of 10-digit phone numbers for users of Internet-based telecommunications relay services (TRS), such as whether to apply anti-"slam-ming" protections to relay service customers and to what extent rules governing the use of customer proprietary network information (CPNI) should apply to TRS providers.
