A number of entities have asked the FCC to make changes to its "designated entity" (DE) rules in the wake of the AWS (advanced wireless services)-3 auction, which has drawn criticism due to joint bidding agreements that Dish Network Corp. had with two small entities that bid $13.3 billion for 702 licenses. In particular, rural entities and others are pushing the FCC to adopt bidding credits that are designed to encourage rural carrier participation and some entities say the FCC should ban joint bidding arrangements between, at a minimum, DEs and non-DEs. The comments were filed recently in WT dockets 14-170 and 05-211 and GN docket 12-268 in response to an April public notice seeking further comments on the Commission's competitive bidding rules (TR, May 1).
