The present invention relates to a named entity dictionary combined with an ontology schema, and a device and a method for renewing a named entity dictionary or to a mining rule database using a mining rule, comprising: a named entity dictionary, combined with the ontology schema and defining the named entity of a term; a named entity dictionary and mining rule database storage module, which stores the mining rule database comprising a mining pattern and a resource description framework (RDF) triple that are combined with the ontology schema and correspond to a property; a mining pattern generation module which recognizes a term from a text and converts same into a mining pattern; a named entity and mining rule search module, which searches the corresponding entity name and mining rule from the named entity dictionary and the mining rule database respectively, using the recognized term and the mining pattern; and a named entity dictionary renewal module, which estimates the named entity of the term using the mining rule and stores the named entity of the term in the named entity dictionary according to the selection of a user, when the named entity corresponding to the recognized term is not searched from the named entity dictionary and the mining rule corresponding to the mining pattern is searched from the mining rule database.
