Russian Unbundling Two-three Years Away, Despite Government Pledge

Unbundling could take another two to three years to get under way in Russia, despite government plans to begin devising a regulatory framework for the process in 1H07, according to local industry observers. Speaking at the Broadband Russia and CIS Summit in Moscow, Evgeny Vasiliev of the Ministry of Information Technologies and Communications said he would outline proposals for the framework in a presentation on December 1. However, Fedor Krupyansky, a vice-president of Russian carrier ZAO Transtelecom, said that it would take three years for an unbundling offer to be put in place. Konstantin Ankilov, a senior consultant with Russia's iKS Consulting, agreed that the process was likely to take a similar amount of time.
