Telecom managers antsy about potential disruption of order fulfillment at Qwest still can't breathe easy. Union members voted not to ratify the tentative three-year agreement that Qwest reached with the Communications Workers of America and International Brotherhood of Electrical Workers unions' negotiators in August, CWA announced Sept. 30. CWA represents 20,000 Qwest service specialists, technicians and sales associates in 13 of the 14 states in which the carrier operates. The International Brotherhood of Electrical Workers (IBEW) union represents 150 of Qwest's workers in Montana, the one Qwest state CWA doesn't represent.
