HOUSE URGED TO CLARIFY CALLER ID SPOOFING BILL

A House bill to outlaw caller ID 搒poofing?should be clarified to exempt legitimate uses, witnesses told the House Telecom Subcommittee at a hearing Thurs. Spoofing refers to services, often Web-based, that let a user create artificial caller ID numbers and names, often to mislead call recipients. Panelists said the bill sponsored by House Commerce Committee Chmn. Joe Barton (R-Tex.) and Rep. Eliot Engel (D-N.Y.) exempts law enforcement use of caller ID spoofing -- but there are other uses as well that should be protected, such as telemarketing. The point was reinforced by Rep. Lee Terry (R- Neb.), who represents Omaha-based teleservices companies. Terry said the many call centers in Omaha often use the caller IDs of their Fortune 500 clients when making calls on their behalf: 揥hen they make an outbound call, they do so representing their companies.
