The National Association of State Aviation Officials said the FCC should reject the CTIA's request to put deadlines on state and municipality action on applications for cell tower and wireless facility siting. The association said changes could reduce aviation safety. The Electromagnetic Radiation Policy Institute and many city and state organizations also asked the FCC to reject the CTIA's petition, which is supported by the American Legislative Exchange Council, Alltel and a few others in the wireless industry. The deadlines that the CTIA seeks are "irrational, unreasonable, arbitrary and capricious, and unconstitutional," the institute said. It said radiation risks from wireless facilities means siting applications should be studied more not less.
