PROBLEM TO BE SOLVED: To prevent the impact-destruction of a structure caused by an impact load in the vertical direction. ;SOLUTION: An impact-avoiding impact-damping device for softening an impact force applied to a structure 10 by an earthquake movement is provided with a base isolation member 2 capable of supporting the structure 10, having rigidity for deformation by the application of a specified impact force and formed in a circular shaped when seen from vertical sectional plane. Thus, since when seen from the vertical sectional plane, the base isolation member 2 is set between the structure 10 and a ground base 20 for deformation in a vertical direction by the application of a specified impact force, the impact force is softened during deformation and transmitted to the structure, and thus the base isolation performance of the structure 10 is improved when the impact force of a vertical direction is applied.;COPYRIGHT: (C)1999,JPO
