Eneken Tikk's essay 'Ten Rules For Cyber Security' (Survival, June-July 2011, pp. 119-32) comes at a time of great need. Regulators are desperately trying to understand and manage the new cyber-security environment. But Tikk is mistaken on a number of points and her rules are useless and dangerous. Two major faults can be identified.
