Basically this book is the Ph.D. thesis presented by Gerardine Goh to the University of Leiden. Unlike many 'booked' Ph.D. theses this one is readable. It is a remarkable book that I hope will command an audience larger than the space community.rnThe settlement of disputes is integral to international law, but commentators may forget that often disputes are settled through methods and procedures other than recourse to formal tribunals. An important element, particularly now in international commerce, is that parties accept settlements and solutions arrived at by procedures and practices less formal than court action. They may not be totally satisfied, but they are willing to live with a proposed settlement and therefore approve it. For an academic such as myself this is annoying-let the principle be established is our call. But business will rarely expend the necessary finance or be willing to wait while the processes of law grind on or to appeal interesting points to the highest authorities. There is also the additional point that the individual elements of a small community cannot afford comprehensively to fall out with each other.
