CONCEPTUALIZING A STRATEGIC APPROACH TO MODE 4 AND THE MANAGED MIGRATION OF NURSING SKILLS

This paper is based on material presented in the Report entitled Caribbean Commission on Health and Development (2005) and outlines a strategic approach to govern the Mode 4 movement of nurses from CARICOM. This approach is not intended to substitute for the managed migration programme presently offered by PAHO and the Caribbean Nurses Association (CAN) but to complement it within the overall planning process in the context of the Mode 4 issues raised by the movement of natural persons as part of the General Agreement on Trade in Services (GATS).
