In an eleventh-hour move, the U.S. Court nof Appeals for the District of Columbia nCircuit on Dec. 30 stayed the controversial nCross-State Air Pollution Rule, effectively npostponing a cap-and-trade program for nmuch of the eastern half of the United States naimed at aggressively slashing sulfur dioxide nand nitrogen oxide emissions from power nplants.
