As did the original proposal, the U.S. EPA’s final Clean PowerrnPlan allows states to choose between rate-based and mass-basedrnapproaches for compliance. However, the final rule described inrnfar more detail how a mass-based approach might work, andrnstrongly suggested that emissions trading and other market-basedrnapproaches would be the easiest and most effective way to achieverncompliance.
