科研与科技成果转化的双元协调机制——以美国清洁能源计划为例

摘要

基于双元组织理论,梳理了领导双元、结构双元和情境双元的机制,并以美国清洁能源计划为案例,分析了科研与科技成果转化的双元协调机制.指出:高校、科研院所应构建双元型组织,通过选拔能够协调整合科研和科技成果转化的领导人员、设立专门负责科技成果转化的部门、营造适应科技成果转化的评价体系等,促进科研与科技成果转化协调发展.%Based on the ambidextrous organization theory,this paper reviews the mechanism of leadership ambidexterity,structural ambidexterity and context ambidexterity.Then it takes U.S.Clean Energy Plan as the case to analyze the ambidextrous coordinating mechanism between R&D and S&T achievement transformation.It points out that university and research institute should formulate ambidextrous organization,and construct leading group who could integrate R&D and S&T achievements transformation,and establishes the department which is responsible for S&T achievements transformation,and construct the evaluation criteria fitting S&T achievement transformation in order to promote the coordinate development of R&D and S&T achievement transformation activity.
