Quest credits new Kentucky Power rate for planned mine reopenings

Quest Energy Corp. is reopening the Elkhorn and Mill Creek coal mines in eastern Kentucky this month, the first tangible benefit of a Kentucky Power Co. program that aids the struggling coal business in the Central Appalachian region, a spokeswoman for the utility said Sept. 7. Kentucky Power, an American Electric Power Co. Inc. subsidiary, placed Quest on an interruptible electricity rate that is expected to save the coal producer about 10% on power costs, spokeswoman Allison Barker said in an interview.
