PROMOTION OF TEACHERS IN UNIVERSITIES DOES WHIP IMPROVE STANDARD ?

Since the introduction of the new pay scales for teachers in colleges and universities in 1998, the University Grants Commission (UGC) has been in a fix. It docs not know what criteria will be the most rational for promoting Readers to Professors in Indian Universities on career advancement scheme (CAS). Immediately after the introduction of the new pay scales the UGC came up with the rule that a Reader having eight years of experience will he eligible for promotion to the post of Professor. Within a lew hours the Commission modified the rule and said that research work of the incumbent will be taken into account for promotion. Three publications of the teacher applying lor Professor's post will be sent to three different experts in the relevant subject and based on their report a selection committee set up by the University authorities in accordance with the rule framed by the UGC will meet and consider the case in of promotion. Very recently the UGC has modified the rule again. This time the UGC has issued a circular saying five publications instead of three will be sent to three different experts for evaluation. If there is a unanimous report, the University authorities may convene a meeting of the selection committee. If the report is not unanimous, the publications will be sent to a fourth expert for evaluation.
