No ship from any flag state that refuses "to allow military vessel protection detachments on its ships should be chartered by any reputable organisation or company". That was the view expressed by David Cockroft, the general secretary of the International Transport Workers Federation (ITF), at a conference in London in September organised by the International Chamber of Shipping and the International Shipping Federation.Cockroft outlined proposals to address piracy, adding, "No flag state that doesn't agree to detain and prosecute pirates should even be considered".
