Deficiencies and detentions

Hours of work and other record-keeping violations resulted in several passenger shipping detentions in 2011. An analysis by SAS of PSC records in the Paris MoU region revealed that, of 15 detentions up to mid-December, six involved deficiencies in records of working hours or periods of rest. Other deficiencies included expired certificates and out-of-date muster lists. In one high-profile incident, the Fred Olsen cruise ship Balmoral was detained in Southampton for two days in September for six deficiencies. Three of these were each serious enough to be grounds for detention on their own - including falsification of the hours of rest records for the master, chief officer, chief engineer and senior first engineer.
