New officers seen as 'not yet competent'

Many top ship managers do not regard newly qualified officers, despite holding STCW Convention-compliant certificates of competency (COCs), as competent to stand watches by themselves. This view received general support from ship managers present at the recent International Maritime Employers' Council Conference in London, attended by IHS Maritime.
