Silver Bullets and Telephone Calls: Intercept Evidence, Security and the Quest for Justice

Criminal prosecution is central to the Government's counter-terrorism strategy. But its commitment is strangely ambivalent; 'other options' for countering terrorism are readily employed diverting and, in many respects, subverting the impetus to prosecute. Nevertheless the prosecution of terrorism does happen albeit without the contribution of the full capacity of the State's security apparatus.
