Privatisierter Betriebsdienst im Rahmen eines A-Modells - Erfahrungen aus Sicht eines Betreibers

Im Jahr 2007 wurde der erste Konzessionsvertrag eines ÖPP-Projektes auf bundesdeutschen Autobahnen zwischen der Bundesrepublik Deutschland, vertreten durch die Autobahndirektion Südbayern als Konzessionsgeber, und der autobahnplus A 8 GmbH als Konzessionsnehmer für die Dauer von 30 Jahren abgeschlossen. Konzessionsbeginn war der 1.5.2007. An diesem Tag gingen die Pflichten des Betriebsdienstes von den staatlichen Autobahnmeistereien in München-West und Gersthofen auf die autobahnplus GmbH über. Die Aufgaben der autobahnplus Services GmbH sind dabei neben der Durchführung des Betriebsdienstes auch das Planen und Überwachen von Maßnahmen der baulichen Erhaltung. Die Herangehensweise ist dabei stets geprägt von der kontinuierlichen Verbesserung der Verfügbarkeit, Zuverlässigkeit, Respekt, Effizienz- und Gesamtkostenoptimierung sowie nachhaltiger Erreichung der Lebenszyklus-Anforderungen. Als weitere Projektbesonderheit gilt die ökologische Landschaftspflege mit Schafen und schottischen Hochlandrindem im Rahmen der Grünflächenpflege in autobahnabgewandten Bereichen.%In 2007 the concession contract for the first Public Private Partnership (PPP) German motorway project was concluded between the Federal Republic of Germany, represented by the motorway authority for southern Bavaria as grantor, and autobahnplus A 8 GmbH as concessionaire for a period of 30 years. The concession scheme started on 1~(st) May 2007. On that day, the operational obligations of the state-run motorway maintenance depots in western Munich and Gersthofen were taken over by autobahnplus A 8 GmbH. The duties and responsibilities of autobahnplus Services GmbH do not only comprise the operating services but also the planning and monitoring of measures for the heavy maintenance of the motorway. The approach is generally characterized by continuously improving availability, reliability, respect, optimization of efficiency and overall costs as well as by reaching a sustainable basis of the life cycle requirements. Another special feature of our project is the ecological maintenance of the countryside by up-keeping the green areas facing away from the motorway with the aid of sheep and Scottish highland cattle.
