The riba's recent discussion paper Improving Housing Quality: Unlocking the Market sets out proposals to raise the standard of new-build homes in the UK. The planning system is held out as the mechanism by which some solutions can be delivered. It is also identified, though, as a source of difficulties such as delays, inadequate supply, and poor quality control.rnThis shouldnot be a surprise. The planning system, like the Bible, is sufficiently expansive, complex and open to interpretation, to allow solutions to many problems to be found within it, alongside the causes of others. It is also very powerful, in the legal powers that already accrue to planning authorities - based as it is on the nationalisation of development rights as a starting point.
