Onder meer met deze studies houdt 'het uitrustingsplan' van de Staatssecretaris voor Energie rekening. Het evenwicht tussen vraag en aanbod moet constant in evenwicht gehouden worden. Bij een verstoring van dit evenwicht voorziet het wettelijk kader twee procedures om het elektrisch systeem te beschermen en het evenwicht zo snel mogelijk te herstellen: plotse fenomenen en schaarste. Deze laatste procedure werd sinds vorig jaar verder uitgewerkt tussen de Algemene Directie Energie, de Algemene Directie Crisiscentrum (FOD Binnenlandse Zaken) en Elia.
