A few months ago, I interviewed Chris Barkan, director of the University of Illinois at Urba-na-Champaign's railroad engineering program and the new director of the National University Rail (NURail) Center, the nation's first rail-specif-ic University Transportation Center. Regarding the national university engi-neering education system and its pro-clivity toward highways, he said, "If the only tool you're ever given is a hammer, then every problem looks like a nail."
