Controlling the Means of Production

I was asked to address the audience to share my views about the owner's position on the liberalised European rail scene. The background is that the move to liberalisation and internationalisation should result in a more customer-driven industry to increase rail's modal share. An owner's role is emerging, separate from that of operators. Prior to addressing the particular issues and concerns relevant to the position of owners per se, it is perhaps helpful to review the background and logic behind a separate owner/lessor junction.
