While Sir Andrew Foster's IEP review is notable for its restrained tone, there is clear criticism of DfT's strategic management. He twice quotes one of those interviewed during the review as likening DfT strategy to 'a slippery bar of soap'.rnA number of interviewees described DfT strategy as 'a move-able feast'. Foster and his team also found it difficult to 'make sense' of the multiple changes to the IEP specification (above).rnFurther uncertainty was introduced by the two radical policy changes announced by former Transport Secretary Lord Adonis: committing the last government to Great Western Main Line electrification and high-speed rail. How these changes interacted with IEP was not clear, and in the case of electrification the question arose in interviews of whether 1EP had been adequately rescoped.
