ORR explains NLL 'delays'

ORR insiders have explained the regulator's apparent ignorance of Network Rail's failure to complete resignalling of the North London Line as planned during the major blockade earlier this year (RB1368 p3). ORR's Network Rail Monitor for 2009-10 said that that 'good progress has been made and the project is broadly to plan', when in fact further blockades will be required next year because support structures for signalling equipment had been installed incorrectly.
