PROBLEM TO BE SOLVED: To provide a weather condition explaining device, a weather condition explaining system, a weather condition explaining method and a weather condition explaining program with which it is possible to explain a weather condition in a discretionary district.;SOLUTION: Weather state region data that indicates a weather state region in which a prescribed weather element has a predetermined state in weather distribution in a specific space is acquired by a weather related data acquisition unit 2. A reference location in the specific space is acquired by a region setting unit 4, and feature information of the weather state region data in a target region, out of the acquired weather state region data, that is determined by the reference location is acquired by a feature information acquisition unit 6.
