In its 2010-11 health and safety report published last month, ORR includes a graph showing fatalities for passengers and workers per million train-km over the six years from 2004 to 2009 in the 25 El) countries with a national rail network. Only Sweden and Luxembourg (which claimed zero fatalities) were safer than Network Rail. However, using the passenger fatalities and weighted injuries index for all GB railways including heritage lines and tramways, ORR shows that 2010-11 at 42-6 was the worst since 2006-07 at 43-4, with the best year standing at 38-4 in 2008-09.
